Shelly M. Wagers, Ph.D.
Project Director, Assistant Director of TIP Lab, Co-Investigator
Dr. Shelly Wagers is an Associate Professor of Criminology at USF’s St. Pete Campus and is the director of the BRIGHT Project. Dr. Wagers has a B.A. in Public Health Education and graduate degrees in Criminology. Prior to her work in academia, Dr. Wagers was a victim advocate and law enforcement officer.

Kailey Pate Carter, MA
Project Manager
Kailey Carter has B.A. in Psychology and an M.A. in Criminology from USF. Since the initial needs assessment conducted in the Fall of 2020, Kailey has been intricately involved in shaping BRIGHT’s trajectory, ensuring that the platform is tailored to meet the specific needs of the community. She remains dedicated to developing solutions that make a tangible difference in the lives of survivors and those working to combat trafficking.

Joan A. Reid, Ph.D., LMHC
TIP Lab Director, TIPSTR Project Director, Co-Investigator
Dr. Joan Reid, one of the world’s leading experts on human trafficking, founded the TiP Lab in 2020. Dr. Reid is a Professor of Criminology at the University of South Florida’s St. Pete Campus. Prior to her work at USF, Dr. Reid was a licensed mental health counselor an worked for over 15 years serving survivors of sexual trauma.

Ashley Pietri Baker, MS
Lead Program Planner Analyst
Ashley Pietri Baker has over 13 years of experience in the victim services field, specializing in domestic and sexual violence. She holds a bachelor’s degree in Social Work from the University of South Florida and a master’s degree in Criminal Justice from Sam Houston State University.

Lisa Chaloux, MPA
Program Planner Analyst
Lisa Chaloux is an expert and advocate focused on addressing the root causes of exploitation by disrupting demand and building collaborative, person-centered solutions. She holds a Master’s in Public Administration. When she’s not working, she’s in the garden with her granddaughter and sassy backyard chickens.

Soriyah Khan, MA
Research Services Administrator
Soriyah Khan earned her B.S in Criminology from the University of Tampa and her M.A. in Criminology from the University of South Florida and has experience in working within the child welfare system and research on interpersonal violence, human trafficking, and expungement.

Dylan Monahan, MPH
BRIGHT Research Assistant
Dylan Monahan earned his BA in Criminology from the University of South Florida and holds a graduate degree in Public Health from Tulane University. He has experience working in and researching human trafficking awareness efforts.
